Help with bans

Hi, im new to hosting hubs and am in need of help,
Have recently set up a hub for my campus, and i managed to get operational.
However i am having people joining the hub over the internet, and i am wanting to stop this as in new zealand,
upload counts towards the data cap. How do i go about doing this?

You don't really want to ban internet users.
This would make for a enormous ban list.
Just don't allow them into the hub in the first place.
You can do this with a firewall or by script.
