Reg_Chat Script

In DiXBoT while I tried it once, I noticed the "Reg_Chat" Bot which a common chatroom. It requires no permission for entering it. Whatever is sent as a private message to that Bot is viewable by all users in the hub as a private message from the "Reg_Chat" Bot. Any user [even unregistered] can reply to the chat and take part in conversation and also start a conversation himself. Is there any such script available which has this feature [Common Chat] ? Any replies/comments welcome.
