reg users can unban

reg users can unban even if all kick rules r set to no for reg users! I have found lots of issues regarding kicks with profiles.
Please look into this

many apologies for the long delauy but work has been very hectic.

If you're using the standard PX unban then you need to look at the config of your PX hubsoft as the Grimoire permissions for unban are entirely separate to the PX ones.

The permissions you posted apply only to PX.

The Grimoire ones can be accessed via the Rincewind's Grimoire.exe
