Is this a complete version.Since i see no delete Option for added hubs.Would also like to know if it redirects this means it would stop listening on my IP even if my hub is hosted.

See your context menu for delete/edit options. I have also revised the app.
You'll now find an add button and a few other changes like # of redirects per address
As for your second question, I don't quite understand what you mean.

so i like this app. the only thing im not sure abut is how the users actually get to the software to route to online hubs.. . my network uses a network array at which a user would connect to the array address and it would send it to online hubs. is that what this is? if so. how do you connect to it?

I'm glad you figured it out but for those who haven't,
This app is run on the network array's address:port

Example:
Network Redirector:

• main.domain.com:411 - Network Redirector

Hubs Added To The Redirector:

• hub1.domain.com:2910 - Network Hub
• hub2.domain.com:2911 - Network Hub
• hub3.domain.com:2912 - Network Hub

One enabled hub in the array is pinged at ping timer interval [adjustable] for online status.
Pinging order is consecutive among all enabled hubs
If a hub was online and last checked less than a minute ago, it's skipped.
If a hub was online it is put to an internal 'active' hub array
Once that array has at least one hub in it, the app will redirect connecting users to a random hub within it.
